The OPERA framework is a useful tool for local partners interested in political process monitoring, particularly around obligations under international human rights treaties such as CEDAW or CRPD. It is designed to be easily adapted to different settings and country contexts. The OPERA framework can also assist groups in analyzing the reasons behind the failure to provide certain rights - whether it is a lack of resources or resource mismanagement. This can also assist local partners conducting advocacy campaigns around a particular issue.

In this paper, the International Campaign for Human Rights in Iran addresses the ongoing human rights violations occurring under the purview of nine ministries that are under the authority of the president, and provides recommendations he can implement to put an end to these violations. It also notes the executive powers and areas that are under the president’s direct control, and the immediate measures he can take to address rights violations.
